No but I do use the kids art.
At this time of year we seem to get inundated with paintings from the year gone by. My kids are no budding Picasso so I use some of their art to wrap gifs.
I also use newspaper and then decorate it with stickers and highlight any relevant text with a highlighter.

I re-use most wrapping paper, cutting off any raggy bits, and I keep and re-use every bit of ribbon, coloured string, etc. Maybe one option is to use heavier, good quality wrapping paper (like the sheets sold by Trade Aid) which don't require a lot of adhesive tape, and can be recycled without looking tatty. If recycling was something everyone agreed on (like having a maximum amount for spending on gifts) it might encourage more creative ideas (like Helen's!)

Kids art is a great one as mentioned before.
Ive hear of people reusing material year after year and you re gift the material especially chosen for its unique pattern/fabric the following year. I love this idea but probably would only work when wrapping minimal presents - now that sounds like a great idea!

Search secondhand shops for old books you can take the pages out or even maps, that would be really cool.
Old posters would be cool too
Sacking or rice/potato bags would look nice going for the rustic look.

You could cut up old clothes and use the fabric to wrap pressies. My ex-BIL was a comokete greenie and always wrapped pressies in fabric. One bit of fabric I got from him was utterly gorgeous and turned out to be Marimekko. I wish I'd asked him where he got it from. I ended up stretching it over a canvas and hanging it on the wall.
