As far as I'm aware, baking paper and cooking paper are the same thing.
There are waxed papers and greaseproof papers but these are entirely different.
I use greased (smear of butter) greaseproof paper to line the bottom of cake tins and similar, as it's miles cheaper than cooking/baking paper and fine and easy for this use.

I use either greaseproof paper or the wrappers from blocks of butter which I keep in a plastic bag in the fridge to use for lining and greasing cake tins. I do keep a roll of baking paper in the pantry though, but I use it more often than not to line a tray when roasting vegetables which have a little bit of oil mixed through them. Also if I'm cooking chicken thighs, legs, etc. which have been marinated or have a flavour coating on them I use baking paper to line the oven dish. It's great, just toss the baking paper and put away a clean oven dish! (I shouldn't say this but I have been known to wash the baking paper and use it again too!)
In some overseas recipes you see parchment paper used which I think is just the same thing as baking/cooking paper - different names but the same uses.
