Hubby has one of those wire scrubber things and cleans it after we've had the bbq. He says its easier to clean while still warm, (but not hot) before the stuff sets hard. When he's finished he gives it a quick spray with some cooking oil which helps to prevent rust, and also stops the food sticking at the next bbq.

Hi CR,
a wire brush if it is really rusty and some rust killer then plenty of hot soapy water and a lot of elbow grease. Once clean please cure it then spray with cooking oil and clean after use and alsway coat it with cooking oil wiing the excess off with a paper towel before putting it away.
